I am in receipt of the Open Public Records Act (OPRA) request you sent to
the Cranford Township Clerk’s Office.  Your request read as follows:

Upon review of your request, and applicable records, I have determined
that this request would substantially disrupt this agencies operations.
 Our records determined that thirty-one (31) motor vehicle stops were
performed during that period, necessitating the review of the body worn
camera footage from all 31 stops (some of which merited the response of
several officers) for redaction as required by N.J.S.A. 47:1A-1 and
N.J.S.A. 40A-118.5. 

 

As per N.J.S.A. 47:1A-5(g), when a custodian determines that a request
will substantially disrupt agency operations, a reasonable solution must
be presented to the requestor.  Is there a way you could narrow your
scope? Perhaps assist me by providing an idea of something specific you’re
looking for? I can provide the CAD reports from the stops that day to help
narrow your scope if that would be of assistance.

 

I’m happy to work with you, Tony Michael.  We’re always willing to produce
records in accordance with applicable statutes in an effort to increase
transparency and accountability, but we have limited resources. 

As always, you have a right to challenge this decision. At your option,
you may either institute a proceeding in the Superior Court of New Jersey
or file a complaint with the Government Records Council (“GRC”) by
completing the Denial of Access Complaint Form.  You may contact the GRC

www.state.nj.us/grc. The Council can also answer other questions about the
law.  All questions regarding complaints filed in Superior Court should be
