RE: Police Records Request of September 17, 2025, Reference #
P000417-091725

Dear Tony Michael,

Princeton, NJ received a public records request from you on September 17,
2025. Your request mentioned:

All Body Worn camera footage stops performed on 07/04/25

Further clarification is required to complete your request:

Please note that OPRA requires requests for specific, identifiable
records. Requests that are determined to be insufficiently specific and
overbroad are therefore denied. Brent v. Stafford Police Department, 381
N.J. Super. 30 (App. Div. 2005); MAG Entertainment, LLC v. Division of
Alcoholic Beverage Control, 375 N.J. Super. 534, 546 (App. Div. 2005).
“OPRA does not countenance open-ended searches of an agency’s files” or
“[w]holesale requests for general information.” MAG Entertainment, 375
N.J. Super. at 549. “While OPRA provides an alternative means of access to
government documents not otherwise exempted from its reach, it is not
intended as a research tool litigants may use to force government
officials to identify and siphon useful information. Rather, OPRA simply
operates to make identifiable government records ‘readily accessible for
inspection, copying, or examination.’” Id. at 546 (citation omitted)
(emphasis added). “Nothing in OPRA requires … that the custodian ‘conduct
research among its records and correlate data from various government
records in the custodian’s possession.’” Lagerkvist v. Office of Governor,
443 N.J. Super. 230, 237 (App. Div. 2015).

That said, and in an effort to help you be more specific about what you
are looking for, please clarify the location of the stop performed on
07/04/25. Respond to this email with the details requested above.

Upon receipt of clarification, Princeton, NJ will further respond to your
public records request as required by law.

For questions or additional information, please reply to this email.

Sincerely,

Municipality of Princeton
Office of the Clerk
