BWC American Legion 4/16/25 Manchester Junior Falcons meeting
Dear North Haledon Borough,
Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-6(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.
I HAVE been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.
I WILL NOT use the requested government records for a commercial purpose.
I AM NOT seeking records in connection with a legal proceeding.
Records requested:
Pursuant to the Open Public Records Act (OPRA), N.J.S.A. 47:1A-1 et seq., I am requesting the following:
1. A complete and unedited copy of all body-worn camera (BWC) footage recorded by any North Haledon Police Department officer present at the Manchester Junior Falcons meeting held at the American Legion Post located at 512 High Mountain Road, North Haledon, NJ 07508, on [insert full date of the meeting], beginning no later than 8:00 PM and continuing through the end of the meeting.
2. This request includes, but is not limited to, the BWC footage of the altercation inside the building involving:
• Cristine Swenty
• Nicholas Pierson
• Karen Girgenti
• Shamir Sampson
• Roxana Cerna
• Liza Amezquita
• Franco Salerno
3. Additionally, I request footage of the altercation that occurred outside the building involving Captain Anthony Girgenti and a member of the Passaic County Prosecutor’s Office, as well as any related interactions through the conclusion of the meeting.
4. I also request the audit logs/metadata for the BWC footage showing:
• When each camera was powered on and off
• When audio was enabled or disabled
• Any pauses, edits, or redactions made to the footage
5. Lastly, please provide a copy of the North Haledon Police Department’s BWC policy that was in effect on the date of this incident, especially as it pertains to when audio and video recording must be activated.

1) Officer Chmiel activated his camera at the time of the incident, which is when Andrew Coletta was being disruptive and asked to leave the meeting. You can ask the Board of Recreation Department for any video or audio they may have.
2) The entire BWC was shared.
3) Any interaction that was captured and was shared on the BWC provided to you.
4) See attached audit trails.
5) See attached BWC policy.
