Dear Middlesex County,

Please accept this electronic request for public records made under OPRA and the common law right of access. Dear Taxpayer,

The Sheriff’s Office is in possession of body-worn camera footage. 
However, this footage will need to be reviewed and redacted to remove
exempt content.  It is estimated that such redaction will require an
extraordinary amount of time to fulfill due to the volume of footage from
several BWC’s which collectively lasts approximately 1 hour and 40
minutes. OPRA allows public agencies to impose special service charges
whenever the nature, format, manner of collation, or volume of a
government record embodied in the form of printed matter to be inspected,
examined, or copied pursuant to this section is such that the record
cannot be reproduced by ordinary document copying equipment in ordinary
business size or when fulfilling a request requires an extraordinary
expenditure of time and effort. See N.J.S.A. 47:1A-5(c).  Special service
charges must be based upon the actual direct cost of providing the copy or
copies.  Below represents a breakdown of the estimated time and materials
to be expended:

Employee hourly rate:        $50.49

 

The total estimated amount due to fulfill this request is $201.96. Please
advise if you agree to payment of this special service charge. Upon
receipt of payment, the County will begin to process your request. Please
have the payment mailed to the OPRA Custodian at 75 Bayard Street in New
Brunswick, NJ 08901 and made payable to “Treasurer, Middlesex County” and
please reference W023892-010526 on the payment.  If less time is required
to fulfill this request, the difference will be returned to you. If no
response is received within seven (7) days, the County will consider this
request withdrawn and will close the request.  Or, if you wish to revise
your request to limit the scope of records that will need to be provided,
please advise accordingly.
