Bus 19 video footage

We're waiting for Joe Pinho to read a recent response and update the status.

Dear Manchester Township School District,

This is a request for public records made under OPRA and the common law right of access. I am not required to fill out an official form. Please acknowledge receipt of this message.

Records requested:
Please provide bus footage from bus 19 for 4/30/24. The particular time frame is 8:30am-8:35am. Camera footage being requested is any front facing and inside footage.

I am still waiting on a response back from our attorney on releasing
the video.  I know your wife spoke with our transportation supervisor
today and I believe her concerns were addressed.  If the issue has
been resolved, do you still want the video?

I will await the clarification from our attorney, so this video can be released to us. I know Michelle reached out yesterday, but this issue has been ongoing since the beginning of the school year. Was Michele notified by someone to reach out to us? I know we never requested a call or stated the issue but only requested a copy of the footage.

I did hear back from the attorney's office.  In order to release the
video, we would have to redact/blur out any other students that show up in
the video.  I will have to speak with my tech department to see if we have
that capability.  In regard to the phone call, it was my understanding
that a voicemail was left in the transportation department but I will
confirm.  Regardless, when I got your OPRA request, I asked Michelle to
review the video and let me know what happened.  I also asked her to reach
out to you or your wife to discuss your concerns.

I totally understand having to blur out the children's faces and I already was aware that would have to be done. Please keep me posted as to what your tech department gets back to you with. As for the voicemail, I assure you that I never left a voicemail but did ask to speak with a supervisor. I was told that no supervisor was working that day (4/30/24) and I simply requested the supervisor's contact information.

I do want to add something to this request. I would like copies of all internal communications (i.e. emails, corrective actions, write up, etc.) that pertain to this matter. As per your last reply, you requested Michelle to review the footage and let you know what happened. You also requested Michelle to reach out and I'm sure that interaction was documented and/ or recorded.

We do not have the ability to blur out individual faces. We can blur out
sections of the bus. We would have to blur out any part of the video where
students can be seen. What is it your specifically looking for from the
video?

I think I responded to your first request this morning providing an
update.  We do not have the ability to blur our individual faces from the
video. We can only blur out sections of the bus where students are
present.  If there are students sitting throughout the bus that whole
portion of the video would need to be blurred out.  Is there something
specific in the video you are looking for?  In regard to the additional
requests, there are no written internal communications that I am aware
of.  The driver was spoken to.  I will confirm if there was a write up. 
If there was, I will confirm with our attorney if that can be released. 
When I asked Michelle to reach out to you and your wife, that was just a
conversation.  There was no documentation or recording of that
conversation.

Dear Craig,

The link I added in this email allows you to use the boards YouTube page to blur out ONLY faces to preserve the video. You could also tag the video as “Unlisted “ and share the link for the actual video once it has been edited . This process is super simple and YouTube does all the work. There should be no reason to blur out sections of the bus as that would defeat the purpose of getting the video.

We ran the video through the youtube page and it does not blur out every
student.  There is too much movement on the bus and their faces become
unblurred.  You can also see students outside the bus walking to get on
whose faces do not blur.  I cannot release this video.
