In your request, you asked for copies of blueprints/building plans
available for the address of 8607 Winchester Avenue Block 315 Lot 12.
Plans and blueprints are not subject to disclosure under OPRA pursuant to
N.J.S.A. 47:lA-9.a., N.J.A.C. 5:3-3.2.a., Executive Order 21, issued July
2, 2002, and the unpublished decision in Newark Morning Ledger Co.,
Publisher of the Star-Ledger v. Division of the State Police of the New
Jersey Department of Law and Public Safety, Superior Court of New Jersey,
Law Division, Mercer County, Docket No: MER-L-1090-05 (Decided July 5,
2005).
