Brian Wahler Email Logs
Dear Middlesex County,
Under OPRA and the common law right of access, please provide copies of:
1) logs containing the following metadata for all emails SENT by Brian Wahler since he began his county employment: “sender,” “recipient(s),” “date/time,” and “subject.”
2) logs containing the following metadata for all emails RECEIVED by Brian Wahler (including messages received via CC or BCC) since he began his county employment: “sender,” “recipient(s),” “date/time,” and “subject.”
I have been told by the MCIA that Mr. Wahler's county email address is [email address]. Please respond to my request with respect to that email address, and any other email address(es) that Mr. Wahler uses for county business. Thank you kindly.
Yours faithfully,
Charlie Kratovil

Dear Mr. Kratovil:
Per your request, IT has prepared spreadsheets containing metadata for all
emails sent and received by Brian Wahler. Unfortunately, the log of
emails is too voluminous to send via email as the aggregate files contain
over 3 GB of data. Instead, the files would need to be converted to a
thumb drive.
The cost of the thumb drive is $7.61. Please advise if this amount is
acceptable and if so, I will direct IT to download the files to a thumb
drive that can be picked up at the clerk of the board's office during
regular business hours. Please do not hesitate to contact me if you have
any questions.
Very truly yours,
Michael Williams
Dear Middlesex County OPRA Center,
Thank you, Mr. Williams. That amount is acceptable. I can come by tomorrow if that works.
Yours sincerely,
Charlie Kratovil

That should not be an issue. I have asked IT to prepare the thumb drive
and will email you as soon as I receive confirmation that the thumb drive
is available for pickup.
The building remains closed to the public so upon entry advise security
that you are there to meet with Daniele with the clerk of the board's
office and she or somebody else from that office will have the drive and
will be expecting you. Again, I will email as soon as I am advised that
the drive is ready for pickup.
Very truly yours,
Mike
Dear Mike,
Following up on this. Is the "thumb drive" ready? I've been saving up my money and I'm ready to pick it up.
Yours sincerely,
Charlie Kratovil

Mr. Kratovil: I am waiting to hear back from my IT department but have
followed up and will let you know as soon as I hear back. I appreciate
your patience.
Very best regards,
Mike
Dear Mike,
I am anxiously awaiting your response. I am prepared to pay for the thumb drive today. Will it be ready?
What is the reason for the delay?
Yours sincerely,
Charlie Kratovil

Mr. Kratovil: I apologize for the delay but attached please find the
metadata from Mr. Wahler's email which did not require a thumb drive after
all.
Very best regards,
Mike

Dear Middlesex County OPRA Center,
Thank you for providing the .csv file sent yesterday. Can you tell me if this file is a complete log of all of the emails sent or received by Brian Wahler in his capacity as an MCIA employee? Were there any redactions made to the records provided? I noticed there were a number of completely blank rows in the spreadsheet, and just over a dozen records that have many seemingly fundamental fields left blank, such as no date or time listed in the "sent" field.
Additionally, this file appears to be only a record of emails sent by or received at [email address]. Are there any other email addresses that Mr. Wahler uses or has used for county business? I'm a little surprised to see such a low volume of emails for someone in a management position. Please advise if your initial response is comprehensive, or if there are additional email logs that will be produced for other email addresses used by Mr. Wahler. Thank you kindly.
Yours sincerely,
Charlie Kratovil

Dear Mr. Kratovil:
By way of response, per your request, this request was
limited to Brian Wahler’s email with the County that you provided and it
was comprehensive based on the search results IT provided. Mr. Wahler has
confirmed that he does not use any other e-mail to transact County
business. Further, no redactions were made as I would have provided a log
of such redactions. If there are any specific items you are had an
inquiry on where information is left blank, please list the line item and
category and I can inquire of IT why that information was left blank
and/or work with IT to obtain the missing data.
Dear Middlesex County,
Thank you for your reply, I appreciate it.
Have a nice day.
Yours sincerely,
Charlie Kratovil
