1) All exhibits and documents given to the Wall BOE F&F Committee from Brown & Brown for a mid-year review on January 7, 2023. THIS MEETING SHOULD HAVE BEEN IN PUBLIC. Here is what was written in those minutes regarding Insurance.

"The meeting was called to order by F&F Chairperson Adam Nasr at 5:47 pm. The meeting was
held in the Building #2 Conference Room. In attendance were Board Members Ralph
Addonizio, Kathleen DiGiovanni, and Adam Nasr. Dr. Tracy Handerhan (Superintendent), Brian Smyth (BA/BS), and Bill van Syckel (Facilities Director) were also present.
The committee spent a significant amount of time discussing health insurance at this month’s meeting. Our broker representatives from Brown and Brown were present for a mid-year review. The District has run a self funded plan for a number of years managed through the Blue Cross/Blue Shield network. The plan this year is running over budget for the first 6 months and we are projected to close out the second half of the fiscal year over budget. It should be noted that this is a systemic problem and most plans are running over this year due to a number of factors. One of the most pronounced factors is that there was a backlog of elective surgeries canceled during COVID and those are now moving through the system. An increase of employees in transportation enrolling and moving from single coverage to a higher tier was made possible as a result of negotiations in order to attract and retain drivers. Additionally, changes to the plans made in Chapter 44 revisions in 2020 opened up additional benefits to our paraprofessionals that has resulted in 29 additional employees in the EHP plan. The committee also examined the stop-loss plan impact of containing costs this year and next. As an exercise, we compared what the district’s self funded plan compared to switching to the NJ SEHBP. There is still about a $100,000 difference (among other factors) between the two based on projections. These projections are extremely conservative, however for budgeting purposes, the committee is considering a worst case scenario. As additional data becomes available, the F&F committee will be reviewing it in detail to work with our broker, administration, and others to try to get a better understanding of where improvements can be made. Progress has already been made with
a $780,000 stop loss reimbursement gap being identified and rectified by the Business Office in conjunction with B&B.
