Borough Bond Ratings and Debt Instruments
Dear Records Custodian Wynne,
Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to use an official form per N.J.S.A. 47:1A-5(f).
I HAVE NOT been convicted of any indictable offense.
I WILL NOT use the records for a commercial purpose.
I AM NOT seeking these records in connection with a legal proceeding.
Records Requested (January 1, 2020 – present):
Please provide copies of the following specific documents:
1. All current and past bond rating reports issued to the Borough by:
• Moody’s
• Standard & Poor’s
• Fitch
Include the rating letter and the rating rationale.
2. All official statements (OS) and preliminary official statements (POS) for any Borough bond or note issued between January 1, 2020 and today.
3. All Supplemental Debt Statements filed with the NJ Division of Local Government Services for any bond or note issuance since January 1, 2020.
4. All interest rate schedules and amortization schedules associated with any general obligation bond, note, or bond anticipation note (BAN) issued between January 1, 2020 and today.
5. All invoices or billing statements received from:
• Bond counsel
• Financial advisors
• Underwriters
• Rating agencies
related to any debt issuance from January 1, 2020 to present.
6. All confirmation letters or notices from rating agencies reflecting rating assignments, rating affirmations, rating changes, or credit outlook updates (January 1, 2020 – present).
7. The Borough’s most recent Annual Debt Statement filed with DLGS.
These are finite, specifically identifiable records that can be located without interpretation.
