Dear Records Custodian,

Pursuant to the New Jersey Open Public Records Act (N.J.S.A. 47:1A-1 et seq.), I am requesting copies of the following public records related to the incident described in the South Plainfield Police Department press release dated October 20, 2025, titled “Two Arrested in Fraudulent Check Scheme; Handgun with Defaced Serial Number and 40-Round Magazine Recovered.”

Specifically, I request:
1. All body-worn camera footage recorded by any responding or assisting officers — including Patrolmen Yocum, Hlavka, and Detective Blath — during the investigation, stop, and arrest of Dasani Thomas (age 21) and Jaqier Campbell (age 24) on October 17, 2025, at or near the Valley National Bank drive-through on Durham Avenue, South Plainfield, NJ.
2. Any corresponding dash camera footage from patrol vehicles involved in the same incident.
3. Incident, arrest, and investigation reports associated with this event, including any supplemental or narrative reports prepared by responding or assisting officers.
4. Photographs, evidence logs, or property reports related to the recovery of the Polymer 80 9mm handgun and 40-round magazine.

I understand that this incident occurred very recently (approximately two days ago) and that the materials I am requesting may not yet be available for release if the investigation is still active.
If that is the case, please note my request for these records and advise me when they are expected to become available. I am willing to wait for their release and would appreciate an estimated timeline or any partial disclosures permitted under law.

Please provide all responsive records in electronic format (download link).

If any portion of this request is denied, please provide the specific legal basis for each denial and release all segregable portions of otherwise exempt records as required under N.J.S.A. 47:1A-1.

Thank you for your attention to this request.

Sincerely,
Anonymous

Lloyd McNelly, South Plainfield Police Department

Dear Anonymous,
Due to the fact that I am removed from the investigative process, I
cannot give you an estimated timeframe of when all records will be
available.  If you would like ALL BWC footage from ALL Officers involved,
I am estimating more than 3 hours of video footage.  With that amount of
time, I would have to send you an estimate for a "Special Service"
charge.  The "Special Service" fee is $68.72 per hour.  For the amount of
work that will be required to redact ALL BWC video pertaining to this
case, I am estimating the charge to be in the area of $600.  If you would
like for me to provide with an estimate, please advise.  If you would like
to modify your request to just the specific officers you named, it looks
like slightly less than 2 hours of video footage.  Please advise on how
you would like for me to proceed.
Respectfully,
Lieutenant Lloyd McNelly
South Plainfield Police Department
