Under the authority granted by the New Jersey Open Public Records Act (N.J.S.A. 47:1A-1 et seq.), kindly accept this electronic request for public records made under OPRA and the common law right of access.

I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.

I am formally requesting the following:

• All unedited body-worn camera (BWC), dash cam footage, and surveillance video (stationary cameras mounted to building[s]) recordings of Meghan Mulraney at and/or inside the municipal building, also known as Borough Hall, located at 25 Lenox Ave, Pompton Lakes, NJ 07442, and its surrounding areas taken on April 30, 2025. The requested body-cam and dash cam footage includes - but is not limited to - that of Lieutenant Kouefati and Chief Clark.

• All unedited body-worn camera, dash cam footage, and/or surveillance video recordings taken during the transportation of Meghan Mulraney from Borough Hall located at 25 Lenox Ave, Pompton Lakes, NJ 07442 to Chilton Occupational Medicine located at 242 West Parkway, Suite 2, Pompton Plains, NJ 07444, between 10:30 a.m. and 3:00 p.m. on April 30, 2025. The requested body-cam and dash cam footage includes - but is not limited to - that of Lieutenant Kouefati and Chief Clark.

• All unedited body-worn camera footage and/or dash cam footage of Meghan Mulraney and Janette Mulraney taken at Chilton Occupational Medicine located at 242 West Parkway, Suite 2, Pompton Plains, NJ 07444 and its surrounding areas between 12:00 p.m. and 2:30 p.m. on April 30, 2025. The requested body-cam and dash cam footage includes – but is not limited to – that of Lieutenant Kouefati and Chief Clark.

If there is additional footage of any kind taken by any Police Officer(s), employee(s), associate(s), shared service partner(s) of the Borough of Pompton Lakes, or individual(s) present during the times and at the locations of the events described above that you have access to, please include them with your response. I would like to see all points of view as captured on video.

In compliance with the New Jersey Open Public Records Act and as stipulated by New Jersey law, a response to this request must be received within seven business days. I truly appreciate your assistance with this matter and your ongoing dedication to transparency.

Dear Elizabeth Brandsness,

As a follow up to our last telephone conversation and regarding your most recent response via OPRA Machine, several options for delivery of the requested public records were provided. As noted, such requests are often fulfilled by e-mailing the requesting party a secure link that they can use to access the material more than once as they see fit and download it for safekeeping. Per our discussion, due to the length of the footage requested and in response to your concerns, I relented and agreed that e-mail could be used as the method of delivery. I am not sure what email address "<[OPRA #77318 email]>" is. It is unclear. Please send the requested files or the links to access them, to my personal e-mail, which you already have and which I confirmed over the phone.
If you would like my email address to be confirmed again, kindly reach out as soon as possible as this request for public records was originally submitted on June 6, 2025 - thirteen business days ago and nineteen calendar days ago.
