The Township of Cherry Hill received your Open Public Records Act
(OPRA) request on July 22, 2025.
OPRA allows public agencies to impose special service charges when
fulfilling a request requires an extraordinary expenditure of time
and effort or when records cannot be reproduced by ordinary
document copying equipment in standard business size. See N.J.S.A.
47:1A-5.c. Special service charges must reflect the actual direct
cost of providing the requested records.
Before proceeding, we want to provide you with the opportunity to
modify your request to potentially lower or eliminate the special
service charge. Based on our review, there are approximately 11
hours of BWC/MVR footage responsive to your request. The
lowest-level employee capable of fulfilling this request has a
direct hourly rate of $27.00. The anticipated time required to
complete the request is 10.2 hours, resulting in a special service
charge of $297.00.
You may choose to refine your request by narrowing the scope, such
as specifying a shorter timeframe, fewer individuals, or more
specific incidents, which could reduce the charge. Please let us
know if you would like assistance in modifying your request.
If you wish to proceed with the original request, kindly respond
in writing with your acceptance of the estimated charge. We will
not begin processing the request until we receive your written
acceptance and payment.
If you reject the estimated charge and wish to challenge it, you
have the right to do so. You may either file a proceeding in the
Superior Court of New Jersey or submit a complaint with the
Government Records Council (GRC) by completing the Denial of
Access Complaint Form. The GRC can be contacted by phone at
866-850-0511, by mail at P.O. Box 819, Trenton, NJ 08625, by email
at [email address], or online at www.state.nj.us/grc. For
complaints filed in Superior Court, please contact the Court Clerk

find the responsive CAD report attached.
Redactions have been made in accordance with the Open Public
Records Act (N.J.S.A. 47:1A-1 et seq.) for the following reasons:
o No. 1 - Privacy Interest: Public agencies are obligated to
protect personal information when disclosure would violate an
individual's reasonable expectation of privacy.
o No. 20 - Personal Identifying Information, including:
Unlisted phone numbers
License plate numbers
Driver's license numbers
For the body-worn camera and mobile video recorder portion of your
request, there are over 5.5 hours of video responsive. The lowest
level employee capable of fulfilling the request is an employee
with a direct hourly rate of $27.00. The number of hours
anticipated to complete the request is approximately 11, resulting
in a special service charge of $297.00. Should you opt to narrow
your request, it may result in a reduction or elimination of costs
associated with the request.

Jocelyn,
Your updated request does not change the special service fee. You
are asking for BWC and MVR footage for the first 1-2 hours, but
all of the videos we have are already within that time frame. The
longest video is 1 hour 11 minutes, and there are several of these
along with a number of shorter ones. The fee would only change if
you narrowed the request to, for example, the primary officer's
BWC and MVR footage (total 2 hours 40 minutes) or just the BWC
footage from all officers (total 2 hours 30 minutes). In most MVA
investigations, MVR footage does not show anything that is not
already captured on the BWC footage. Either of these narrower
requests would not incur a special service fee.
