Under the NJ Open Public Records Act (N.J.S.A. 47:1A-1 et seq.), I hereby request access to & copies of the following government records:The complete, unredacted Body-Worn Camera (BWC) and Dashboard Camera (Dashcam) footage from all officers, supervisors, & units dispatched to or present at the motor vehicle stop involving my vehicle on May 1, 2025 at approximately 8:35 PM on Corlies Avenue. The complete CAD (Computer-Aided Dispatch) log, 911 audio recordings, & police radio communications concerning this vehicle stop & subsequent vehicle seizure.
Legal Challenge Against Special Service Fees / Redaction Charges:Absence of Third-Party Privacy Interests: I was the only non-law enforcement individual present at this scene. Because public law enforcement officers operating in public spaces have no expectation of privacy under OPRA, there are no legitimate third-party privacy interests that require redaction or blurring.
Violation of Fee Statutes: The assessment of an $1,100 fee constitutes an illegal barrier to public records access. Under Paff v. Galloway Township, standard redaction processes do not rise to the level of "extraordinary burden" under N.J.S.A. 47:1A-5(c).
Mandatory Fee Shifting: If this request is denied or conditioned upon the payment of this unauthorized $1,100 fee, I will immediately file an action in New Jersey Superior Court. Please be advised that under N.J.S.A. 47:1A-6, the prevailing party in an OPRA lawsuit is statutorily entitled to an award of all reasonable attorney's fees, which will be sought from the township.If any portion of this footage is deemed to require redaction, you are required to provide a specific line-by-line itemization stating exactly what is being altered and the exact statutory exception enabling it under N.J.S.A. 47:1A-5(g). The very same information also known as discovery is available free of charge via request with prosecutor therefore it shouldn't cost anything more than a reasonable amount or fee to do same unless unlawfully due to the pending complaint, officer investigation and civil lawsuit.

I am writing to request an internal review of Neptune Township's handling of my OPRA request 'Body camera and auto footage from traffic stop with reports and communications'.
I have requested the many body camera worn footage from nearly 8 officers in scene at this illegal traffic stop way back on 5/1/25. I've filed a complaint regarding the arresting officer and I believe because this footage will show many violations of my civil rights and liberties but also potential violations of the law these officers took an oath to uphold. They are aware of this and attempting to charge nearly 1100 $ for a copy of the footage they know is damming and that price is nowhere near reasonable but also another violation of the law. I will never understand how we allow this thick wall of blue ro enforce and police itself , it's actually insane and no wonder no complaints ever result in action. I was held nearly an hour and told I could not leave, was promised if I produced paperwork I would nor have my car towed and even though I presented all paperwork she towed he anyway, every item I gave as evidence to prove I had proper paperwork she attempted to ticket me for also leaving my kids social security cards , CDs prescribed meds intentionally in the car getting towed and they still have the car unlawfully . I've filed comparing wirg dept of civil rights and an pursuing a suit at this point my footage will have to be enough for the meantime which is incriminating enough but if the price of my crime against me isn't accessible bc they intentionally set the price too high then wait is the point of this I

Ganged up on and violated in a dark parking lot, I don't see what could possibly cost 1100 of work unless they are redacting themselves ignoring my many lawful requests for an attorney, interrogating me without reading me rights ever , holding me against my will over an hour to wait for a dog I never consented to because raining a dog to alert is now the new they smell marijuana to gain illegal entry to our vehicles when we enforce our right to refuse Because she couldn't tell me a lawful RAS for her stop until after she stopped me, that's on cameras too. I'm asking for internal review by N officer or official nor affiliated with this well known highly corrupt dept almost as corrupt as their neighbor Asbury Park but not quite federal level yet . I just wanted to be made whole now they ignored holding officers accountable for illegal and unlawful actions because my car was profiled and it's simple as that this is why they do not choose to work in suburbs of towns with more people who look like them bc they could never get away with what they do to the ppl grateful to simply make it away or home alive after encounters with them. Nobody in that town will be brave enough to report what get do because the repurcussions and revenge for anyone willing to try and hold any officer accountable deal with the badgering and harassment they make visible to anyone with eyeballs on the streets including those flock cameras smh. I thankfully no longer live there and have reached out to YouTube auditing channels for assistance because they all deserve to be made famous for the illegal choices they made this stop along with a supervisor allowing it all . Please look into this and I've sent copy of complaints to the attorney general and civil rights attorney but also Monmouth county prosecutors now and if I can get an investigative reporter to help and air it on tv, I will do that too. This arresting officer should've been suspended immediately upon receipt of complaint so internal affairs there is no difference than a coworker of hers protecting them above all else which is wild but also doesn't align with the very big 2 active civil suits their insurance refused to cover and they are actively fighting but I guess it'll be 3 now. They violated the shit outta me and my attorney advised me to never send evidence we have as they requested bc he said they are taking a gamble wether they believe it exists or not and it will without a shadow is a doubt prove how all their hands are dirty once nothing is done after seeing the evidence I described having myself but we hold that until the very end in court. If I cannot have a reasonable fee then I'll need to appeal a disorderly charge to just get the discovery in every single video angle from butler for free but my civil rights attorney advised it's crucial to make sure the dept had ample info and time to provide it first so we can show their many attempts to hold onto it or said they think legally they can & here is the laws I'm citing to support why they can't charge that much...

1.) No General "Right to Privacy" for On-Duty Police: Officers performing their official duties in a public space have no legal expectation of privacy under OPRA. Neptune Township cannot legally charge you labor fees to blur out the faces, badges, or identifiers of the officers involved.The "Lowest Hourly Rate" Rule: Under N.J.S.A. 47:1A-5(c), special service charges must be based on the actual direct cost of the labor. This must be calculated at the hourly rate of the lowest-paid employee capable of doing the redaction (usually a clerical records clerk, not a high-ranking detective or IT director).
A $1,100 charge implies an absurdly high number of hours or an inflated billing rate that violates this rule.Minimal Third-Party Redactions: If the traffic stop occurred on a public road and you are the only civilian involved, there should be almost nothing to redact. The township is only permitted to blur third-party bystanders, unrelated license plates, or sensitive personal data (like a Social Security number or medical information blurted out on tape). If there are no other people in the video, a massive redaction fee is legally unjustifiable.
