Dear Plainfield Police Department,

Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-6(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.

I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.

I WILL NOT use the requested government records for a commercial purpose.

I AM NOT seeking records in connection with a legal proceeding.

I am writing to request an internal review of Plainfield Police Department's handling of my OPRA request ''Body cam footage"'.

I originally made this request via this site on October 13, 2025 and to date have not received a response. I specifically am requesting the body cam footage of the officers who responded to a call on August at 200 West 2nd St. in Plainfield regarding a pedestrian in distress in need of medical attention. I am a nurse and was administering aid to the pedestrian. During a heated discussion with officer Johnson regarding the need to have Narcan readily available and his refusal to provide it, he directed the other officers to have me removed from the scene. Officer A. Sheehy put her hands on me on 2 separate occasions. Neither time was I near the pedestrian. I was on the phone with 911 trying to communicate with them. It was difficult to hear them over the commotion She did not tell me her name when I asked nor would she give me her badge number. She stated that she already did tell me when I insisted that she provide it to me but she still would not tell me her name or badge number.

Good morning Ms. Brown,
In response to your OPRA Request, there were nineteen (19) calls for
police service at 200 West 2^nd Street during the month of August 2025.
After reviewing each incident, I was unable to locate any calls where a
pedestrian was in need of medical attention involving the possible use of
Narcan. Please provide more information including a specific date and/or
better location so we may process your request. Also, be advised that
records related to medical treatment, diagnosis or evaluation are
exempt from OPRA and may require the video footage to be redacted or
denied.

    In response to your request for body worn camera footage,  incident
#25032893, please follow the instructions below to view the redacted
footage.  Also, the link you provided in your previous email that stated
"View this OPRA request & response online" was not available.  I tried to
open it and it showed error
 
     You will receive an email from Evidence.com when it becomes available
to send out. To view the Body Worn Camera (BWC) video, open the email and
follow the link. Audio will begin after the first 30 seconds. You may view
the video for up to one year from the date received. Please be advised
that unlisted telephone numbers, driver’s license numbers, CJIS data,
information related to medical treatment, diagnosis, or evaluation, are
exempt from OPRA and have been redacted from the police report as well as
the BWC video. Should you have any additional question or concerns
regarding your OPRA request, please contact me.
