Under N.J.S.A. 47:1A-5(c) and GRC Decisions I find your Special Service Charge Unwarranted. Based upon your reply and the fact that you are not providing ANY documents and your request for an extension I deem this as being unresponsive.

The only part of my request to be provided is the audio recording is that correct?
Your email indicates that my request is closed why am I not being provided with any other documents under my Common Law Request?
If it is then I am entitled to a rational was to why the audio is all that I am entitled to.

In response to your inquiry below.
On July 7, 2022, Sgt. Hoppe sent you an email advising you there would be
a special service charge to redact the BWC footage. This email included
an attachment advising you that it would take approximately 120 hours to
view and redact footage with the estimated cost. The review and redactions
are required as some of the footage is exempt in accordance with N.J.S.A.
47:1A-1.1; Criminal Investigatory Records. The attachment further stated
“If you would like to proceed with your request, you must provide the
total amount of estimate within seven (7) business days; otherwise, we
will consider this request closed.” We never received your response to
this. This email is labeled as Exhibit 1.
On August 1, 2022, Sgt. Hoppe provided you with a partial response, which
included a Vaughn Index advising you the photographs were exempt from
disclosure in accordance with N.J.S.A. 47:1A-1.1; Criminal Investigatory
Records. In this same email he further advised you that we had no text
messages responsive to your request and he was still working on radio
transmissions. This email is labeled Exhibit 2.
On September 14, 2022, Sgt. Lyons sent you an email advising you the radio
transmissions were sent to via Evidence.com (AXON). This email is labeled
Exhibit 3. The Evidence.com (AXON) as sent you on September 14, 2022 is
attached, however it shows the date Sgt. Lyons sent it to me in order to
respond to your inquiry. This email is labeled Exhibit 4. In addition, I
included the AXON Audit history showing it was sent to you on September
14, 2022 to the email address you provided. This PDF labeled as Exhibit
5.
I am also including the Vaughn index that corresponds to the redactions of
the radio transmissions in Exhibit 4. This email is labeled Exhibit 6.
