Body Cam and Parking Lot camera footage
Dear Town of Dover,
Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-6(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.
I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.
I WILL NOT use the requested government records for a commercial purpose.
I AM NOT seeking records in connection with a legal proceeding.
Records requested:
Please provide ALL bodycam footage from the Dover council meeting on May 27 2025.
Please provide parking lot camera footage on May 27 2025 from 6:30pm to 8:30pm.
My preferred delivery method for response(s) to this request is by E-mail as attachments. Please confirm you have received this request. If you are not the custodian of records, please forward my request to that person and provide their email address to me for future reference.
Yours faithfully,
Edward Grimes

Good Afternoon,
You submitted an Open Public Records Act (OPRA) Request Form to the Town
of Dover which was received by the Municipal Clerk on 6/2/2025. Pursuant
to the Act, the Town has 7 business days, beginning the day after receipt
of the request by the Records Custodian, within which to respond. As such,
the seven (7) business day deadline to respond to your request is
6/11/2025. The Town requested an extension of time to complete the request
until 6/20/2025. Please accept this email as the Town’s response to your
request.
Your request sought access to the following:
• ALL bodycam footage from the Dover council meeting on May 27, 2025.
• Parking lot camera footage on May 27, 2025, from 6:30pm to 8:30pm.
Redactions have been made to the footage due to the following OPRA
exemptions:
• Pursuant to N.J.S.A. 47:1A-1.1 attorney client privilege matters must
be redacted.
Unfortunately, we are unable to email any, body worn camera footage
responsive to your request as the files are too large. The footage
provided by the Police Department that is responsive to your request has
been uploaded to a flash drive. To provide you with the responsive
footage, we can mail you the flash drive with the footage or you can come
pick up a flash drive with the footage. The cost of the flash drive itself
is $2.50. If you rather have the flash drive mailed to you it would cost
an additional $.67 for a total of $3.17. If you wish to have the flash
drive mailed to you, please make the check or money order payable to the
Town of Dover and provide the mailing address you would like the flash
drive sent to. Please advise how you would like us to proceed.
Lastly, the surveillance footage you have requested is exempt from
disclosure pursuant to N.J.S.A 47:1a-1.1, GRC Exemption No. 10, as they
expose security measures and surveillance techniques which, if disclosed,
would create a risk to the safety of persons, property, electronic data or
software.
There are no other records responsive to your OPRA Request. This request
is now deemed complete and closed.
Thank you,
Kayla Wrigley
