Body Cam and dash cam footage of all officers involved in the Art All Night shooting on Sunday morning between 12:00am and 4:00am
Dear Trenton City,
This is a request for public records made under OPRA and the common law right of access. Please acknowledge receipt of this message.
Records requested:
Body Cam and dash cam footage of all officers involved in the Art All Night shooting on Sunday morning June 17, 2018 between 12:00am and 4:00am
Yours faithfully,
Edward Grimes
9086160682
Attached please find the body worn camera footage and the 911 calls
pertaining to the shooting incident that took place at the Art All Night
event on June 17, 2018.
With regard to the requests for body worn camera footage, we appreciate
your understanding the complexity in reviewing and redacting such
voluminous video while simultaneously conducting a broad criminal
investigation. This video is being redacted to the extent it includes
intimate depiction of graphic injuries as offensive to a victim’s
“reasonable expectation of privacy.” Asbury Park Press v. Ocean County
Prosecutor’s Office, 374 N.J. Super. 312, 331 (Law. Div. 2004). Indeed,
one in such a situation could “reasonably expect” to never have to reveal
such an intimate encounter to “an inquisitive media or curious public” for
perpetual electronic publication. Id. at 330. Further, the video has
been redacted to the extent it implicates the medical privacy of involved
others.
With regard to any associated 911 calls, the production referenced in the
preceding paragraph will also include such calls to the extent they exist
in the possession of the Mercer County Prosecutor’s Office.
Trenton Police Detectives Matthew Bledsoe, Michael Cipriano and Eliezer
Ramos, and Officer Robert Furman remain on administrative leave per policy
pending the close of the investigation.
Given that this is an ongoing investigation, no interviews will be granted
to protect the process and no other information is being provided at this
time. The Mercer County Prosecutor’s Office anticipates releasing
additional footage and details to you in the near future as the
investigation develops.

Good morning,
Defendant Amir Armstrong was transferred to the Mercer County Correction
Center in Hopewell, NJ. He is scheduled to appear in court today, via
video conference, for his initial central judicial processing appearance.
This will occur at 1:30 p.m. at 175 South Broad Street, Trenton. At that
time, the state will move for Armstrong’s detention. No pertinent details
will be put on the record today. That will occur at the detention
hearing, which will be set by the judge this afternoon and will most
likely be later this week.
After this afternoon’s CJP hearing, I will let you know the scheduled date
for the detention hearing.
There are no updates to this investigation at this time.
