BLS / EMS Proposal
Dear Wallington Borough,
Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-6(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.
I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.
I WILL NOT use the requested government records for a commercial purpose.
I AM NOT seeking records in connection with a legal proceeding.

2) Copy of BLS Emergency Services / Transportation Agreement / Contract

This comes in response to your OPRA and Common Law Request for:
"1) Competitive Contract for BLS Emergency Services and Transportation - RFPs or Quotes submitted and bid tabulation to recommend to award.
2) Copy of BLS Emergency Services / Transportation Agreement / Contract"
The Borough of Wallington does not have any responsive records for Points 1 and 2 to your request.
If your request seeks information or asks questions and does not identify specific government records, same is not a valid OPRA request. When a request is “complex” because it fails to specifically identify the documents sought, then that request is not “encompassed” by OPRA. See New Jersey Builders Association v. New Jersey Council on Affordable Housing, 390 N.J.Super. 166, 180 (App. Div. 2007). A proper request under OPRA must identify with reasonable clarity those documents that are desired, and a party cannot satisfy this requirement by simply requesting all of an agency's documents. See Bent v. Stafford Police Department, 381 N.J.Super. 30, 37 (App. Div. 2005). Custodians are not required to conduct research or create new records in response to an OPRA request.

Pequannock Township gave me every responsive record with a similar request. This is not a complex request.
I am looking for a quote or rfp that was done for the BLS services that removed the volunteer squad.
I am looking for the hospital contract that was signed by the Mayor / borough officials to put in place.

This comes in response to your original OPRA Request received November 12, 2025, and responded to on November 17, 2025, for:
“1) Competitive Contract for BLS Emergency Services and Transportation - RFPs or Quotes submitted and bid tabulation to recommend to award.
2) Copy of BLS Emergency Services / Transportation Agreement / Contract.”
At the time of your request, the Borough did not have any responsive records, as noted in our original response. To the extent that responsive records may now be in the possession of the Borough since the time of your original request, please submit a new OPRA request so that the Borough may process and respond accordingly.
