Dear Clark Public School District,

Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-5(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.

I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.

I WILL NOT use the requested government records for a commercial purpose.

I AM NOT seeking records in connection with a legal proceeding.

Records requested:

All contracts, agreements, engagement letters, or accepted proposals between the district and Blackburn Consulting Group (and/or Dr. Barbara R. Blackburn), from July 1, 2022 to the date of this request.

All invoices submitted by, and all payments made to, Blackburn Consulting Group during the same period, including purchase orders, check/ACH records, and the funding source coding (e.g., Title IIA).

Any deliverables, reports, or written work product provided to the district by Blackburn Consulting Group during the same period, including any report or findings from the "Rigor in the Classroom Review of Curricular Materials" referenced in the Board's resolutions of August 7, 2023; August 5, 2024; August 11, 2025; and August 10, 2026.
