file exists, a paff for was provided as such.
I received your Open Public Records Act (OPRA) request on February 28,
2020 for "Bill lists for every council meeting in 2019 & 2020, Ordinances
2019 & 2020, resolutions for 2019 & 2019." As such, the seventh (7th)
business day deadline to respond to your request is March 10, 2020. This
response to your request is being provided to you on the seventh (7th)
business day after receipt of said request.
This request requires additional time beyond the seven (7) business days
to fulfill. The majority of your request has been fulfilled and forwarded
to you in 15 separate emails & attachments including this one; The
remainder of your request requires additional time due to the large volume
of documents that are being searched for, sifted through, organized,
scanned, and requested. We will provide them as soon as they become
available. OPRA allows custodians to seek extensions of time pursuant to
N.J.S.A. 47:1A-5.i. Specifically, OPRA states that, "the requestor shall
be advised by the custodian when the record can be made available. If the
record is not made available by that time, access shall be deemed denied."
This request requires an initial extension of time until March 23, 2019.
If your request for access to a government record has been denied or
unfilled within the seven (7) business days required by law, you have a
right to challenge the decision by the Borough of Wallington to deny
access.
At your option, you may either institute a proceeding in the Superior
Court of New Jersey or file a complaint with the Government Records
Council (GRC) by completing the Denial of Access Complaint Form. You may

Many towns have separate files for resolutions, ordinances and bill lists on their website. Otherwise FYI, this OPRA request will be repeating every 3 months.

Emergency which has had an impact on Wallington and its vendors and
professionals. Further, the New Jersey Supreme Court has issued an order
suspending all legal deadlines until at least March 27, 2020. While it is
unclear whether this extends to OPRA deadlines, Wallington is dealing with
limited staff and numerous issues related to this emergency. Additionally,
on March 18, 2020, Wallington closed its borough offices to the public and
instituted limited work hours.
This request requires additional time beyond the seven (7) business days to
fulfill. OPRA allows custodians to seek extensions of time pursuant to
N.J.S.A. 47:1A-5.i. Specifically, OPRA states that, “the requestor shall be

Also, the open public meetings act and open public records act states the bill lists should be available upon request. If they are not part of the minutes then they should be posted as a separate link on the website.
If it requires voluminous time to seek those bill lists in lieu of the bill lists, can you send me in 2019 a check listing of everything paid by budget line no and the same goes for 2020. If it requires a new request, I will send it as such, but then please post the bill lists for 2019 and 2020 as I requested.

Dear Greg Zagaja,
The bill lists should be with the meeting minutes and available upon request without delay since they were approved by council. See GRC's rules: Certain records must be available "immediately" under OPRA. Immediate access ordinarily shall be granted to budgets, bills, vouchers, contracts, including collective negotiations agreements and individual employment contracts, and public employee salary and overtime information. So if the meeting minutes are published then the bill lists approved for those meetings must be published for the public to see.
