As you are aware, on June 7, 2023, the Township of Scotch Plains ("Township") provided responsive records to your Open Public Records Act ("OPRA") request wherein you sought "a final and compiled bid tabulations (Bid Tally), including all quantities and unit pricing for each bidder for Grand Street Milling & Top Course Paving that was submitted on 8/4/20." In response, you indicated that you are seeking the information in a specific format. However, the Township does not maintain the records in the format you are requesting. OPRA does not require public agencies to create records to satisfy requests. MAG Entertainment LLC v. Division of Alcoholic Beverage Control, 375 N.J.Super. 534 (App.Div. 2005). Therefore, the Township has provided you with all records responsive to this OPRA request and considers this request to be completed.
