I will have to deny this request. A request seeking “all documents”
related to a particular subject matter is not a proper OPRA request. In
order for a request to be valid under OPRA, the requestor must seek
specific, identifiable records. Requests that would require the Records
Custodian to perform research - such as reading through all of a public
entities documents in order to determine which documents pertain to a
particular subject matter - are improper and OPRA imposes no obligation on
a public entity to respond to such requests.  See MAG Entertainment, LLC
v. Division of Alcoholic Beverage Control, 375 N.J. Super. 534, 868 (App.
Div. 2005).
If you can provide specific addresses and time frames, we will happily
process.
However, I do have a list of vacant properties within the Township
(attached). It is the most up to date list we have. I hope this helps.
