Basic Employee Info as of 10/1/2024
Dear Piscataway Township,
Please accept this electronic request for public records made under NJSA 47:1A-10 and the common law right of access. I am a journalist with New Brunswick Today and Trenton Makes News, and require the records for my reporting on New Jersey's local governments, school districts, and autonomous authorities. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-6(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.
I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.
I WILL NOT use the requested government records for a commercial purpose.
I AM NOT seeking records in connection with a legal proceeding.
Please provide payroll records, documents, lists, reports or statements sufficient to show:
1) the name, title/position, department/division, current salary, and hire date for all salaried employees as of today, October 1, 2024
2) the name, title/position, department/division, current hourly pay rate(s), and hire date for all hourly employees, as of today, October 1, 2024
3) the names of all current employees enrolled in each public pension system as of today, October 1, 2024
4) the names of all current and former employees receiving compensation in the form of a healthcare program/plan as of today, October 1, 2024
5) the name and pay status of each employee currently suspended from duty, as of today, October 1, 2024
6) the name, title/position, department/division, final salary, hire date, separation date, and reason for separation for all employees who left employment since January 1, 2024
7) the 2024 total year-to-date (YTD) base pay, overtime pay, and other extra pay for each current or former employee, including all stipends/allowances, bonuses, reimbursements and other payments or perks granted each employee, as of today, October 1, 2024
If an employee has different rates of pay for different work or different roles, please indicate each of the pay rates in the response. Please also be specific about the stated purpose of any extra payments, such as bonuses, stipends, and reimbursements.

Your OPRA request requires additional time beyond the seven (7) business days. OPRA allows custodians to seek extensions of time pursuant to N.J.S.A. 47:1A-5.i. Specifically, OPRA states that, "the requestor shall be advised by the custodian when the record can be made available. If the record is not made available by that time, access shall be deemed denied."
Your request requires an extension of time until Monday, October 21st.
If the documents are compiled sooner, they will be forwarded to you immediately.

Good Morning Mr. Kratovil,
The Township does not have any responsive documents for Items 3, 5 and 6
and the Township is not required to create responsive documents / lists
under OPRA. The responsive documents for the remaining requests are
attached.
Regarding the creation of records requested under OPRA, the Courts have
stated:
1) Matthews v. City of Atlantic City (Atlantic), GRC Complaint No.
2008-123 (February 2009): The Council decided that a custodian “was under
no obligation to create a list compatible to the Complainant’s OPRA
request because OPRA does not require a custodian to produce new documents
. . .” Id. at 6.
2) Librizzi v. Twp. of Verona Police Dep’t, GRC Complaint No.
2009-213 (August 2010): The Council held that the custodian was under no
obligation to create a record in response to the complainant’s OPRA
request.
3) Goeckel v. Chatham Borough Police Dep’t (Morris), GRC Complaint
No. 2013-356 (July 2014): The Council noted that “[t]he GRC has determined
that a custodian was under no obligation to provide a record that had not
been created at the time of an OPRA request. Blau v. Union Cnty., GRC
Complaint No. 2003-75 (January 2005); Paff v. v. Neptune Twp. Hous. Auth.
(Monmouth), GRC Complaint No. 2010-307 (Interim Order dated April 25,
2012); Delbury v. Greystone Park Psychiatric Hosp. (Morris), GRC Complaint
No. 2013-240 (Interim Order dated April 29, 2014).” Id. at 3.
