Ballot Design Case Expenses
Dear Union County,
This is a request for public records made under OPRA and the common law right of access.
The records requested relate to two federal lawsuits concerning the design of New Jersey’s primary ballots: Conforti v. Hanlon, 3:20-cv-08267 (USDNJ) and Kim v. Hanlon, 3:24-cv-01098 (USDNJ) including its Third Circuit appeal (3d Cir, 24-1594).
Records requested:
1. Documents constituting or evidencing a list of all payments to outside counsel, legal consultants, and other expenses associated with these lawsuits since July 1, 2020. (Note: I am seeking payments related to the legal challenges described above. If you cannot sort in that manner, then I will take a list of all payments. This probably exists in a vendor history/activity report.)
2. Invoices for outside counsel, legal consultants, and other expenses associated with the lawsuits described above since July 1, 2020. (Note: Again, I am only seeking payments related to the legal challenges described above. If you can sort in that manner, then that is all that is needed. Otherwise, I request all invoices.)
Please produce the list of payments immediately. I understand the invoices may take longer, although they are also "immediate access" documents.

Dear Mr. Kratovil,
This email is a formal and complete response to your August 16, 2024, OPRA
request for invoices and lists of payments regarding Conforti v. Hanlon
and Kim v. Hanlon since July 1, 2020.
The County recognizes that invoices are immediate access. In light of the
records being immediate access, attached please find the responsive
invoice summaries listing payments. Please note that if actual invoices
are needed, a special service charge will apply to process this request.
The invoices sought contain attorney-client privileged information
regarding an ongoing litigation matter that needs to be redacted. Please
advise if you want the redacted invoices so that the County can provide a
special service charge quote.
Please be advised that the County is not a party to the Conforti v. Hanlon
matter. Accordingly, there are no records to provide for this item.
