Audit Finding 2025-001 (identified at the 8-17-2026 council meeting as the Recreation Wing bathroom renovation)
Dear Clark Township,
Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-5(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.
I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.
I WILL NOT use the requested government records for a commercial purpose.
I AM NOT seeking records in connection with a legal proceeding.
Records requested:
1. All purchase requisitions, work orders, and purchase orders for the renovation of bathrooms and other interior improvements at the Recreation Wing of the Municipal Building (Ordinance 24-06, Item E; vendor M & M Construction Company, Inc.), showing for each the date of issuance, the amount, and the title of the approving official.
2. All invoices and proofs of payment for that project, including the payment of $83,837.07 (July 2025, account C-04-24-006-005, PO 24-03398) and the four July 28, 2025 payments totaling $144,000 ($64,000 NJ Recreation Local Improvement Grant; $35,000 Insurance & Bonding; $25,000 Recreation General Maintenance; $20,000 Buildings & Grounds).
3. The certification of available funds for each payment in item 2, with the date signed and the title of the certifying officer.
4. Any quotations, competitive bids, bid advertisements, or bid waivers obtained or issued for that project.
5. The corrective action plan for Finding 2025-001 as filed with the Division of Local Government Services.
6. Any correspondence between the Township and PKF O'Connor Davies identifying or discussing the transaction(s) underlying Finding 2025-001, including any draft management letter or exit-conference materials.
