Your OPRA request sought the following records:

This is a request for public records made under OPRA and the common law
right of access. I am not required to fill out an official form. Please
acknowledge receipt of this message.  Records requested:

1. I'm requesting copies of all attorney invoices for Franklin Township
from January 1, 2023, to December 31, 2023.

2. I'm requesting copies of all litigation settlement agreements from
January 1, 2023, through December 31, 2023.

Your request requires additional time beyond the seven (7) business days
to fulfill. OPRA allows custodians to seek extensions of time pursuant to
N.J.S.A. 47:1A-5.1.  Specifically, OPRA states that, “the requestor shall
be advised by the custodian when the record can be made available.  If the
record is not made available by that time, access shall be deemed denied.”

Your request requires an extension of time until March 5, 2023.

If your request for access to a government record has been denied or
unfilled within the seven (7) business days required by law, you have the
right to challenge the decision by the Township of Franklin to deny
access.  At your option, you may either institute a proceeding in the
Superior Court of New Jersey or file a complaint with the Government
Records Council (GRC) by completing the Denial of Access Complaint Form. 
You may contact the GRC by toll-free telephone at 866-850-0511, by mail at
P.O. Box 819, Trenton, NJ 08635, by email at [1][email address], or at
their web site at [2]www.state.nj.us/grc.  The GRC can also answer other
questions about the law.  All questions regarding complaints filed in
Superior Court should be directed to the Court Clerk in your County.

Thank you for your OPRA Request dated January 29, 2024 for the following
records:

 1. Copies of all attorney invoices for Franklin Township from January 1,
2023 to December 31, 2023
 2. Copies of all litigation settlement agreements from January 1, 2023
through December 31, 2023

I am awaiting to receive the attorney invoices from the Township Attorney
as they need to be redacted.  As a  result, I need to extend deadline to
March 21^st.

I previously sent you settlement agreements in association with Request
No. 23-1493.  Any others would have to be requested directly from the
Central Jersey Joint Insurance Fund.

Please be advised that you have the right to challenge a denial by filing
a complaint with the Government Records Council within 45 days of the
denial date.

Ms. Briggs:

I apologize for the delay in response to your OPRA Request. The last email I have is that I was waiting to receive the invoices back from the Township Attorney as they need to be redacted on March 7, 2024. I did not follow through with this request, I apologize for the inconvenience.

I will contact the Attorney and get the invoices to you as soon as possible, no later than July 15, 2025. Just one question for clarification. Are you looking for only the Township Attorney invoices or all Township attorneys' invoices?
