Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-5(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.

I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.

I WILL NOT use the requested government records for a commercial purpose.

I AM NOT seeking records in connection with a legal proceeding.

Copies of all time and attendance records, including attendance entries, shift assignments, clock-in/clock-out records, timesheets, and any related payroll attendance records for Officer Robert Champouillon for the period of June 1, 2026 through June 23, 2026.

I respectfully request that you reconsider the denial of my request for Officer Robert Champouillon's time and attendance records.

Your response states that the requested records are exempt personnel records pursuant to N.J.S.A 47:1A-10. however, my request specially sought time and attendance records, attendance entries, shift assignments, clock-in/clock-out records, timesheets, and related payroll attendance records.

For your reference, the Monmouth County Prosecutor's Office recently responded to a substantially similar OPRA request by producing attendance/payroll records that include daily attendance, regular hours, holiday time, vacation, and leave usage, while omitting sensitive personnel information.

I understand that another agency's response is not legally binding on your department. However, it demonstrates that attendance/payroll records may be disclosed while protecting legitimately exempt information.

Because N.J.S.A. 47:1A -10 expressly provides that an employee's payroll record is a government record, I respectfully ask that you reconsider whether any responsive payroll attendance records, timesheets, or similar attendance records maintained by your department can be produced, with appropriate redactions if necessary.

If your department maintains records that differ from those produced by the Monmouth County Prosecutor's Office, I respectfully request that you identify which records are being withheld and explain why they are exempt from disclosure under OPRA.
