Please find attached one of the two attachments responsive to your OPRA request for the following:

Attachments to January 11th email at 6:55 pm email from Tyler Burrell to Gary Catrambone and Wendy Mitchell with the subject "Fields Committee".

Please also provide any minutes from the fields committee meeting that took place on January 11th of this year that Council President Tyler Burrell wasn't invited to.

The second attachment requested was an email attachment which is exempt from disclosure as a communication between Council Members, the Township Attorney, and other Township officials discussing the potential creation of a Township committee, offering opinions and recommendations for doing so, and seeking advice and consent from the Council for the same. Accordingly, the email is exempt form disclosure as an advisory, consultative, and deliberative record pursuant to N.J.S.A. 47:1A-1.1.

Also, there are no responsive documents for you request for minutes from the January 11th meeting.

To the extent you have requested the record under the Common Law, you have not set forth an interest in the record. The Township has an interest in preventing the disclosure of the record because disclosing an email which contains the recommendations/opinions of a Council member and seeks advice from others for the creation of a committee would interfere with the Township's ability to engage in a free and uninhibited communication so that the best possible decision could be reached with regard to the creation of committee(s). Accordingly, your Request is denied under the common law as well.
