I am a concerned New Jersey resident seeking records related to the operation, oversight, and contracted services at the Atlantic County Justice Facility (ACJF), including matters affecting inmate welfare, constitutional compliance, and service performance.

Pursuant to the New Jersey Open Public Records Act (OPRA), N.J.S.A. 47:1A-1 et seq., I respectfully request access to the following records for the period January 1, 2020 to present, unless otherwise stated:

I. THIRD-PARTY VENDORS & CONTRACTS

A list of all third-party vendors, contractors, and service providers used at ACJF, including but not limited to:

medical and mental health services

food services

commissary services

telecommunications (phones, tablets, video visitation)

inmate services or programming

transportation or custody support

facility maintenance, sanitation, or security systems

Copies of all contracts, agreements, memoranda of understanding (MOUs), amendments, extensions, and renewals with such vendors.

Contract values, payment schedules, performance standards, monitoring provisions, and termination clauses.

II. PROCUREMENT, BIDDING & AWARDS

Requests for Proposals (RFPs), Invitations for Bids (IFBs), bid specifications, and evaluation criteria related to ACJF services.

Bid submissions, scoring sheets, award determinations, and vendor selection memoranda.

Records identifying whether contracts were competitively bid, no-bid, emergency, or cooperative purchasing awards.

III. PERFORMANCE, COMPLAINTS & DEFICIENCIES

Vendor performance reviews, audits, inspections, corrective action plans, or deficiency notices.

Complaints, notices of non-compliance, breach notices, cure notices, or penalty assessments issued to vendors.

Records reflecting service disruptions, understaffing, system failures, or performance deficiencies affecting inmates.

IV. OVERSIGHT, SHERIFF INVOLVEMENT & GOVERNANCE

Records describing the role, presence, and oversight responsibilities of the Atlantic County Sheriff’s Office at ACJF, including staffing models, supervisory authority, and oversight protocols.

Internal or external reviews, reports, findings, or correspondence addressing:

inmate treatment

due-process protections

constitutional compliance

use of force, medical care, or disciplinary practices

V. SYSTEMS, MODERNIZATION & DUE PROCESS

Records concerning information systems used for:

inmate classification

disciplinary charges and hearings

medical requests and grievances

recordkeeping and access to counsel

Technology assessments, modernization plans, or proposals intended to improve due process, transparency, accountability, or record integrity at ACJF.

FORMAT & DELIVERY

Electronic copies (PDF or native format) are preferred.

If any records are withheld or redacted, please provide a record-specific redaction index identifying the precise legal basis for each withholding.

If responsive records are maintained by another Atlantic County office or department, please forward this request accordingly.

This request is made in the public interest to understand how county-run detention services are administered and overseen. I am not requesting confidential inmate medical records or juvenile records.
