Dear Vineland City,
Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-6(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.
I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.
I WILL NOT use the requested government records for a commercial purpose.
I AM NOT seeking records in connection with a legal proceeding.

Please be advised as per N.J.S.A. 47:1A-11; a requestor
who is found to have intentionally failed to certify
that a records request is for a commercial purpose shall
be subject to a civil penalty of $1,000 for the first
offense, $2,500 for the second offense, and $5,000 for
each subsequent offense. The penalties may be imposed by
the courts.
“Commercial purpose” means the direct or indirect use of
any part of a government record for sale, resale,
solicitation, rent, or lease of a service or any use by
which the user expects a profit either
through commission, salary, or fee.
The compilation of records is complete in response to
your recently filed OPRA request in the Vineland City
Clerk's Office. Your request for incident reports and
mugshot related to Vineland Police Case number 24-19410
is being denied under OPRA exemption, N.J.S.A.
47:1A-3(a) for ongoing investigation and under OPRA
exemption, N.J.S.A. 47:1A-1.1(5) for criminal
investigatory records. I have provided a redacted copy
of the call detail report. Also provided is a Vaughn
