Please see the attached Redacted Arrest Report.
The investigative report should be exempt from disclosure under OPRA
pursuant to the following: 1) pursuant to the GRC’s opinion 2014-122 and
the Prevention of Domestic Violence Act of 1991, N.J.S.A. 47:1A-9 and
N.J.S.A. 2C:25-33; and 2) alternatively, under the “criminal investigatory
record” exemption as outlined under N.J.S.A. 47:1A-1.1, and Executive
Order No. 69 (Gov. Whitman 1997), as well as the Court’s decision in N.
Jersey Media Grp., Inc. v. Twp. of Lyndhurst, 229 N.J. 541 (N.J. 2017).
