I am writing to request access to and copies of records Freedom of Information I am seeking information related to an arrest that occurred on 03-12-2022 associated with the Incident case 2022-038608.
Please include all relevant documents, reports, and any other information pertaining to this arrest. If there are any fees for searching or copying these records, please inform me, However, I would like to request a waiver of all fees in that the disclosure of the requested information is in the public interest and will contribute significantly to the public's understanding of the operations or activities of the government

Rowan University is in receipt of your May 31, 2024 OPRA request (below) wherein you sought "information related to an arrest that occurred on 03-12-2022 associated with the Incident case 2022-038608." Please let us know what "information" you are referring to. Without some specifics, Rowan University cannot provide a response. "OPRA requires a party requesting access to a public record to specifically describe the document sought." Gannett New Jersey Partners, L.P. v. County of Middlesex 379 N.J.Super. 205, 212, 877 A.2d 330 (App.Div.2005). A request must identify the sought-after documents "with reasonable clarity." Bent v. Township of Stafford Police Department 381 N.J.Super. 30, 37, 884 A.2d 240 (App.Div. 2005). A requestor is obliged to identify the documents sought with some particularity, thus enabling government to maintain transparency while completing necessary day-to-day functions. Bent, supra, 381 N.J.Super. at 37, 884 A.2d 240.
Please note, Rowan University's response time of seven business days is suspended until we hear back from you. Once we hear back from you and have a better idea of what you are asking for, we will be able to provide you with an expected date for the materials to be produced to you.
Also, you requested information under "Freedom of Information," we are assuming that you meant New Jersey's Open Public Records Acts or "OPRA" since that law governs public entities, like Rowan University, release of documents to the public in New Jersey. The FOIA governs federal agencies, like the Federal Bureau of Investigation (FBI) and Immigration and Customs Enforcement (ICE). Accordingly, Rowan University's response will be governed by OPRA, not FOIA.
