I am writing to request access to and copies of records Freedom of Information I am seeking information related to an arrest that occurred on 24-07-2023 associated with the Incident case 23SH06555.

Please include all relevant documents, reports, and any other information pertaining to this arrest. If there are any fees for searching or copying these records, please inform me, However, I would like to request a waiver of all fees in that the disclosure of the requested information is in the public interest and will contribute significantly to the public's understanding of the operations or activities of the government

The Borough of Seaside Heights received your OPRA request to include all relevant documents, reports, and any other information pertaining to an arrest. Please be advised these requests are overly broad and require clarification.

OPRA is not intended as a research tool to force government officials to identify and siphon useful information. Rather, OPRA operates to make identifiable government records readily accessible for inspection, copying or examination. OPRA does not countenance open-ended searches of an agency’s files. MAG Entertainment, LLC v. Division of Alcoholic Beverage Control, 375 N.J. Super. 534, 549 (App. Div. 2005)

A requestor must specifically describe the document sought. Bent v. Stafford Police Department, 381 N.J. Super. 30, 37 (App. Div. 2005). “As such, a proper request under OPRA must identify with reasonable clarity those documents that are desired, and a party cannot satisfy this requirement by simply requesting all of an agency's documents.” Currently, your request fails to identify with reasonable clarity the specific government records sought, as is required by Bent v. Stafford Police Department, 381 N.J. Super. 30, 37 (App. Div. 2005).

Please respond in writing and identify the specific government records sought so that we may process your request. Failure to provide written clarification of your request will result in the closure of this OPRA request.
