The cost to copy the body worn camera footage related to this case is $1,093.78. In order to prepare the disc, payment must be made in full prior to beginning the project. I am writing to request a detailed breakdown of the costs associated with my recent public records request , under the New Jersey Open Public Records Act (OPRA). My original request pertained to obtaining bodycam footage, for which I was quoted a fee of $1,000, allegedly covering 45 hours of labor and other associated costs.
To better understand and verify the charges, I kindly request an itemized breakdown that includes the following:
Detailed Labor Costs: Number of hours estimated for reviewing, redacting, and processing the footage
Duplication and Media Costs: Specific costs associated with the duplication of footage onto any media formats such as USB drives or DVDs.
Any Other Applicable Fees: Details of any other fees included in the total cost.
This breakdown is crucial for me to ensure that the fees are reasonable and directly related to the processing of my request. Under OPRA, I believe it is my right to receive a detailed explanation of any special service charges applied.
Please let me know if you require any further information from my side to process this breakdown request. I appreciate your cooperation and look forward to your prompt response. If there are opportunities to modify my request to reduce the costs, I am open to discussing these options.

I am unable to reply directly to Pam Manna. Here is a breakdown of the cost if you are able to forward this to her.
The current lowest hourly rate for the Department’s Body Worn Camera Unit staff capable of fulfilling the request is $25.00 per hour. In this case, there are sixteen videos, with a total time of 10 hours, 56 minutes, and 16 seconds of unredacted video. Videos are estimated to take four hours of redacting per one hour of video. This would equate to the unredacted video time, multiplied by four, which would make the total time needed to complete at 43 hours, 45 minutes, and 4 seconds. That time, multiplied by the rate of $25.00 per hour results in the charge of $1,093.78.
Redactions for OPRA requests include but are not limited to: Image of victim, Image of child, Law enforcement sensitive information, Confidential personal or medical information, as well as other criteria.
