Dear Celeste Brennen,
Any time extension is not a problem, however, I do not believe my request would involve any cost of duplication, as there is very minimal redaction required and they can be sent electronically without photocopy costs.
If you prefer, I can break down the request into separate months / years, but the request would ultimately cover the same contents. Please let me know!
Yours sincerely,
T
Good afternoon,
You are correct that electronic records are free of charge; however, the
exception is that the public agency may charge the actual costs of needed
supplies to provide and create the electronic copy. In this instance, none
of these records are in an electronic format, all are in paper files in
boxes. The required supplies would be photocopies of the actual documents,
due to the age they are not able to be scanned. The photocopy is the
document that gets redacted and then they are all scanned in bulk to
create the entire package. Thus, there is no way to avoid a duplication
fee.
In addition, there was a miscommunication regarding the estimate of fees.
These fees are not only for duplication but also for a Special Service
Charge. As you may know South Harrison Township no longer has their own
police force and has a shared service agreement with Woolwich Township.
This has been in effect since September 3, 2019. As part of the Shared
Services Agreement, Woolwich Township Police Department now retains all of
the South Harrison Township police records. The Records Clerk for Woolwich
is going to have to search through 10 years of boxes to locate and
identify the appropriate records, make copies of the documents, redact,
scan and then return the records to the original boxes. Another component
is also that due to the recent legalization of marijuana, many of these
records may need to be cross-referenced with the expungement list.
Currently, the Clerk is ensuring all of the appropriate boxes are
accessible and not in archives. She is going to look through and provide
an estimate of how long it will take her to complete this request. By next
Thursday, September 8, 2022, we will provide a full breakdown of the need
for a Special Services Charge and an estimate. The actual records will be
provided by September 28, 2022.
Have a great evening,

Good morning,
Upon reviewing my files I notice that you never responded to my email or
agreed to pay for the public records that you requested. Would you like
to us to move forward with the request? It would require an additional
extension to complete.
Thank you and have a great day,

Dear Celeste Brennen,
You have not identified the estimated cost for the special services charge.

Dear South Harrison Township,
Please pass this on to the person who conducts Open Public Records Act reviews.
I am writing to request an internal review of South Harrison Township's handling of my OPRA request 'Arrest Reports'.
The request was made, an extension was granted, and there has been no substantive response with records or an estimated charge for special service.
A full history of my OPRA request and all correspondence is available on the Internet at this address: https://opramachine.com/request/arrest_r...
Yours faithfully,
T
