Hello,

For clarification purposes, did the incident happen outside of New Brunswick? You provided a county case number, which may be outside of the City of New Brunswick's jurisdiction.

Hi Leslie-
This case did happen in the city of New Brunswick and the agency involved was New Brunswick Police Department. The county case number was just to assist in finding the relevant records. If that is not helpful then can you please find the records by the first and last name provided?

Thanks

Yours sincerely,

Gregory Hunter

Hi Leslie
I was hoping for a response to this inquiry by now. Could you clarify what timeline I should expect on this? Also could you include the body camera footage of the associated arrest. Thanks.

Yours sincerely,

Gregory Hunter

Re: OPRA Request 26-388

Dear Requestor:

My office is in receipt of your OPRA request dated May 26, 2026, and received the same.

Kindly be advised that we have identified records pertaining to the arrest of Arnav Diddi
bearing case number 26NB03381. These records are criminal investigatory in nature and
pursuant to the applicable law, are exempt from disclosure under O.P.R.A. (N.J.S.A. 47:1A-1.1
to -13) and relevant case law, including Janeczko v. Department of Law and Public Safety
(G.R.C. Complaint Nos. 2002-79 and 2002-80, affirmed May 2004). The requested records remain
exempt following the conclusion of the investigation, as established in West Solloway v.
Bergen County Prosecutor's Office (GRC 2011-39), Woojin Hwang v. Bergen County Prosecutor's
Office (GRC 2011-348), and Andrew Johnson/Press of Atlantic City v. New Jersey Division of
State Police (GRC 2004-46). However, the arrest report is releasable and is attached.

Redactions in these records are pursuant to OPRA, and the exemptions found in N.J.S.A.
47:1A-1, specifically personal identifying information has been redacted including dates of
birth, driver’s license numbers, unlisted telephone numbers, and home addresses.

After an accurate assessment, preparation of the BWC records responsive to your request would
require an extraordinary amount of time to redact and process. A special service charge
pursuant to N.J.S.A. 47:1A-5(c) will be required to fulfill your request. It is estimated
that it will require twenty-three (23) hours to prepare the records. At the BWC/MVR Clerk
rate of pay of $31.45 per hour, the estimated service charge is $723.35.

A deposit of one-half of the estimated service charge ($361.67) is required to be paid to
begin to process your request. The remaining sum is due after the records have been prepared.
A lower charge will be charged if the redaction staff can prepare your records in less time
than approximated. You will not be charged for any additional time surpassing the
twenty-three (23) hours approximated.

Kindly respond in writing with your acceptance or rejection of this estimated charge. We will
not begin to process this request until we receive your written acceptance along with your
deposit.

If we do not receive payment prior to June 8, 2026 we will assume that you are not interested
in paying the applicable fees and we will consider the OPRA request closed.

Thank you for your interest in this matter and if my office can be of any further assistance,
please do not hesitate to contact us.

                                                                                   Sincerely,

                                                                                   Captain
Amish Shah
