Dear OCPO_OPRA,

Thank you so much for the prompt response. In September 2021 Cyber-Tips were received from the National Center for Missing and Exploited children and the investigation identified a location in Brick, NJ.

In June 2022 Cyber-Tips were received from the National Center for Missing and Exploited Children and an investigation by the OCPO identified the same location in Brick, NJ.

In September 2022 a search warrant was executed at the location in Brick, NJ, evidence recovered and Budelman was subsequently arrested.

An analysis of the recovered digital evidence and the investigation identified numerous images and videos of Child Sexual Abuse Material (CSAM) that were shared using Kik Messenger. The CSAM involved females between the ages of 5-10 years of age.

The forensic analysis identified a child in Colorado and a child in Ohio who were communicating via Omegele who were sextorted into performing sex acts that were recorded and saved on the recovered evidence.

We are blessed to have Det Most and DSG Coles "on the job." I would respectfully request you forward the facts of this case to Prosecutor Billhimer and Chief of Detectives Anthony Carrington. 1 year to respond to a Cyber-Tip would be a managment problem that should be addressed and, as this case demonstrates, allowed a pedophile to victimize two children while the Cyber-Tips sat on a desk.

I will be in the USA until February so feel free to reach out any time for management/forensic advice. Kindly use this opportunity to review the management of the Cyber-Tips entrusted to the OCPO and make the appropriate changes.

Peace.

Yours sincerely,

Sean Nelson Boero
