Dear Custodian of Records,

Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per N.J.S.A. 47:1A-6(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.

I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.
I WILL NOT use the requested government records for a commercial purpose.
I AM NOT seeking records in connection with a legal proceeding.

This is a request under the New Jersey Open Public Records Act (N.J.S.A. 47:1A-1 et seq.). I am requesting the following specific records related to the arrests of Sourav Kumar, Gaurav Singh, Nirmal Singh, and Gurdeep Singh on December 20, 2024, in Greenwood, Indiana:
1. A copy of the roster or list of Ocean County Prosecutor’s Office personnel assigned to the pre-planned arrest team for these individuals.
2. Copies of any pre-existing reports or documentation specifying the mode(s) of transportation (e.g., vehicles, flights) used by the Ocean County Prosecutor’s Office personnel to travel to and from Indiana for these arrests.
3. Any existing cost summaries or itemized expense reports related to travel and logistical arrangements for Ocean County Prosecutor’s Office personnel during this operation.
4. A copy of any reports or records documenting the total number of Ocean County Prosecutor’s Office personnel present during the arrests.
5. Copies of any body camera footage or if unavailable, index records indicating whether body cameras were activated during this pre-planned arrest operation, as required under Section 3.2(G) of the NJ Attorney General Guidelines, Body-Worn Camera Policy.

Please provide these records in electronic format where possible. If any records are exempt from disclosure, please provide a detailed explanation citing the specific legal basis for the exemption or redaction.
