I am the Records Custodian for Montclair State University.

In response to your request for public records regarding the position held
by Richard McAuliffe,please be advised of the following:

Mr. McAuliffe is currently working in a temporary part time position as
Interim Managing Director of Emergency Medical Services within the
University Health Services organization.

He has been hired beginning January 4, 2021 as the Emergency Preparedness
Coordinator/Emergency Planner within the University Police Department.

Attached is his online application, his resume and the certifications he
provided along with his application and resume.  Please note that I have
redacted home address and personal contact information.

Also attached is the job description for the Emergency Preparedness
Coordinator/Emergency Planner position.

126 applications were received for the Emergency Preparedness
Coordinator/Emergency Planner position.  A spreadsheet is attached
detailing the gender, race and ethnicity to the extent known.  Names are
not provided as the resumes of unsuccessful candidates are not public. 
See Executive Order No. 26 (McGreevey 2002).

A search committee was formed, comprised of the following members:

Ms. Margaree Coleman-Carter, Dean of Students- Chair

Mr. Boyd Lyons, Deputy Chief, University Police

Mr. Kieran Barrett, Captain, University Police

Mr. Robert Ferrara, Director of Fire Safety

Ms. Patricia Ruiz, Director for University Health Center &
Emergency Medical Services

Using the Qualifications/ Criteria required on the job posting ( see
below),  the Chair performed an initial screening of the 126 applicants .
Those not meeting the basic qualifications were eliminated. Those meeting
the basics were forwarded to the committee for further review.  Each
member of the committee was given a packet with resumes for review.

QUALIFICATIONS:

REQUIRED:

·       Graduation from an accredited college with a Bachelor’s Degree in
a field related to the position, or equivalency as determined by the
appointing authority. Substitutions for candidates previously certified by
the Police Training Commission. 

·       Must have extensive experience (minimum of 3 years) in law
enforcement and emergency coordination, within in a large, complex
organization serving a diverse community, or equivalency as determined by
the appointing authority.

·       Must be certified in the Incident Command System (minimum of 200
level)

·       Must be certified in the National Incident Management System
(NIMS). 

·       Superior verbal and interpersonal communication skills to
effectively train and communicate emergency procedures to emergency
services and the community at large. 

·       Must possess a valid NJ Driver’s License

·       Will be subject to a comprehensive background investigation to
work in a criminal justice setting. 

 

PREFERRED:

·       Extensive experience in law enforcement and emergency
coordination, within a higher education setting.

 

The committee selected 11 candidates for zoom interviews.

Following the zoom interviews a meeting was held with the search
committee. Based on the committee's evaluations, 4 candidates were invited
to an on campus interview.  One candidate withdrew prior to the on-campus
visit.

The Candidates met with the Search Committee, Dr. Karen Pennington, Vice
President of Student Development and Campus Life (SDCL), members of the
SDCL Division, campus partners and Chief Paul Cell. 

Each of the candidates was requested to make a presentation on the topic
of Community Level Emergency Preparedness Training at an 

open meeting with members of SDCL, campus partners and the search
committee.

The search committee recommended two candidates to Chief Cell, who met
with both finalists. After several months when the University's hiring was
placed on pause due to the financial uncertainties caused by the pandemic,
an offer for the  Emergency Preparedness Coordinator/Emergency Planner
position was extended to Mr. McAuliffe.
