Good Morning,

The Montville Township Police Department has received your request for
government records on 07/15/2024 pursuant to the Open Public Records Act
(“OPRA”) and the Common Law.

Your request seeks “any police reports involving John Drumm.”

Your request is overly broad and requires clarification, as it fails to
specify a particular document as required under OPRA.  An OPRA requestor
is required to specifically describe the document sought, OPRA is not
intended as a research tool to “force government officials to identify and
siphon useful information. Rather, OPRA simply operates to make
identifiable government records ‘readily accessible for inspection,
copying, or examination.’ MAG Entertainment, LLC v. Division of Alcoholic
Beverage Control, 375 N.J. Super. 534, 546 (App. Div. 2005).

OPRA is not intended to be used as a fishing expedition or as a research
tool to compile unknown documents. You have requested all police reports
involving John Drumm, which is not a specific document. Please narrow your
request specifying specific documents/incidents and a timeframe for the
records you are seeking. Additionally, please specify the individual you
are seeking records for, as there are multiple individuals with the name
“John Drumm” in our system.  A failure to provide written clarification
will result in the denial of the request.

Additionally, your request correctly states that you do not need to use
the Township’s official OPRA request form. However, your request does need
to be compliant with all the requirements of an OPRA request which
includes that if you request records which contain personal information,
you must affirm that you have not been convicted of any indictable
offenses.
