Dear Point Pleasant Beach Police Department,

Good afternoon,
The report you requested will be attached in a following email. Redactions
have been made to those portions of the response which reveal the identify
of complaining witnesses.  Disclosure of such information from a
complaining witness would violate that citizen’s reasonable expectation of
privacy pursuant to N.J.S.A. 47:1A-1.  See Wilcox v. Township of West
Caldwell, GRC Complaint No. 2004-28 (October 2004).
Regarding the Body Worn Camera footage, our request is denied to the
extent it seeks body worn camera footage that would reveal the identity of
complaining witnesses where no charges were ultimately filed.  Disclosure
of such information from a complaining witness would violate that
citizen’s reasonable expectation of privacy pursuant to N.J.S.A. 47:1A-1.
