I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-6(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.

The Toms River Regional School District ("District") received your Open

official Custodian of Records received your OPRA request today, October 9,
2025. As such, the seven (7) business day deadline to respond to your

in the district.
Currently, your request fails to identify with reasonable clarity the
specific government records sought, as is required by Bent v. Stafford
Police Department, 381 N.J.Super. 30, 37 (App. Div. 2005). At this time,
we request clarification of your OPRA request. Please respond in writing
and identify the specific government records sought so that we may process
your request.
Further, requests for email must contain 3 characteristics pursuant
to Elcavage v. West Milford Township (Passaic), GRC Complaint No. 2009-08
(April 2010): Content and/or subject, specific date or range of dates and
sender and/or recipient.
Finally, N.J.S.A. 47:1A-1.1 exempts records that are inter-agency or
intra-agency advisory, consultative or deliberative material. This
exemption generally refers to draft documents or documents used in a
deliberative process. The deliberative process privilege “permits the
government to withhold documents that reflect advisory opinions,
recommendations, and deliberations comprising part of a process by which
governmental decisions and policies are formulated.” The purpose of the
privilege is to ensure “free and uninhibited communication within
governmental agencies so that the best possible decisions can be reached.”
