such, the seven (7) business day deadline to respond to your request is

Please be advised that our email system where we track emails has been
down since July 23, 2021.  Our technology department has been working with
our email system company to get the issue resolved.  As soon as the system

Good morning R. Quimby,

The Toms River Regional Schools received your Open Public Records Act
(OPRA) request on July 28, 2021.  I, Sheri Pereira, the Official Records
Custodian, received your OPRA request on July 28, 2021.  As such, the
seven (7) business day deadline to respond to your request is August 6,
2021.  This response to your request is being provided to you on the 1st
business day after the custodian’s receipt of said request.

Your OPRA request sought access to the following:

Invoices, bills, purchase orders, service contracts between Toms River
Regional School District and AMTEK, HVAC, Bayville, NJ.  Any and all email
communication between the District and AMTEK, HVAC and/or Anthony
Melisi.  

Your request requires additional time beyond the seven (7) business days
to fulfill because records require searching and potentially medium
conversion.  OPRA allows custodians to seek extensions of time pursuant to
N.J.S.A. 47:1A-5.i.  Specifically, OPRA states that, “the requestor shall
be advised by the custodian when the record can be made available. If the
record is not made available by that time, access shall be deemed denied.”

Your request requires an extension of time until August 26, 2021. 

If your request for access to a government record has been denied or
unfilled within the seven (7) business days required by law, you have a
right to challenge the decision by the Toms River Regional Schools to deny
access. At your option, you may either institute a proceeding in the
Superior Court of New Jersey or file a complaint with the Government
Records Council (GRC) by completing the Denial of Access Complaint Form. 
You may contact the GRC by toll-free telephone at 866-850-0511, by mail at

Stafford Police Department, 381 N.J.Super. 30, 37 (App. Div.  2005). At

recall that the district requested an extension of time on July 29, 2021. 
On August 12, 2021, an email was sent to you requesting clarification of
your OPRA request due to the request failing to identify with reasonable
clarity the specific government records sought, as is required by Bent v.
Stafford Police Department, 281 N.J. Super. 30, 37 (App. Div. 2005). Due
to the failure of the written clarification requested, this OPRA request
