Dear Morris Plains Borough,
Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-5(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.
I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.
I WILL NOT use the requested government records for a commercial purpose.
I AM NOT seeking records in connection with a legal proceeding.
Records requested:
Regarding the Packetalk ALPR System (Capital Ordinance 6-2022 / Purchase Order #117489 / Invoice #558923) installed at Speedwell Ave & East Hanover Ave and Malapardis Rd & Littleton Rd:
Standard Operating Procedure (SOP): A copy of the Police Department’s current Standard Operating Procedure (SOP), general order, or written policy governing Automated License Plate Reader (ALPR) usage, system access controls, hotlist creation, and data retention limits, maintained pursuant to NJ Attorney General Directive 2022-12.
Annual Audit & Compliance Reports: Copies of the annual ALPR audit reports, system usage logs, and compliance filings submitted by the Police Department to the Morris County Prosecutor’s Office or the New Jersey Attorney General’s Office for the years 2023, 2024, and 2025.
Data Sharing Agreements & MOUs: Any executed Memorandum of Understanding (MOU), Data Sharing Agreement, Interlocal Services Agreement, or software configuration agreement authorizing the sharing or integration of local Packetalk ALPR camera data feeds with external entities (e.g., Morris County Prosecutor's Office, NJ State Police ROIC, or neighboring municipal law enforcement agencies).
Cloud Storage Architecture & Hosting Agreements: Any Service Level Agreement (SLA), software hosting agreement, CJIS Cloud Security Addendum, or technical specification sheet provided by Packetalk or maintained by the Police Department identifying the third-party cloud infrastructure provider (e.g., AWS GovCloud, Azure Government, or proprietary vendor servers) where local ALPR data and scans are transmitted, stored, and processed.
Procurement Justification & Feasibility Studies: Any internal Police Department memorandum, grant narrative, threat/traffic assessment, staffing evaluation, presentation materials, or administrative proposal submitted by the Chief of Police or Police Department leadership to the Mayor, Borough Council, or Business Administrator detailing the justification, operational need, or reasoning for procuring the $55,600.00 Packetalk ALPR system.
Grants & Reimbursements: Copies of any grant applications, award notifications, or reimbursement submissions (including State, County, or Federal public safety grant programs) applied to or used to offset the cost of the Packetalk hardware or 5-year maintenance contract under Purchase Order #117489.
