Dear Mr. Duff:
The City of Woodbury Records Custodian received your request for
records pursuant to the Open Public Records Act (OPRA) and the New
Jersey common law right of access, dated March 23, 2022, on March 24,
2022. Accordingly, the initial seven (7) business day deadline to respond
to your request under OPRA is April 4, 2022. This response is being
provided on the seventh business day after receipt of your request.
Please see the attached letter as responsive to your request.
If your request for access to a government record has been denied or
unfilled within the seven (7) business days required by law, you have a
right to challenge the decision by the City of Woodbury to deny access. At
your option, you may either institute a proceeding in the Superior Court
of New Jersey or file a complaint with the Government Records Council
(GRC) by completing the Denial of Access Complaint Form. You may contact
the GRC by toll-free telephone at 866-850-0511, by mail at P.O. Box 819,

law. All questions regarding complaints filed in Superior Court should be
directed to the Court Clerk in your County.

Dear Cassidy Swanson,
I can see we are going to have an issue with unwarranted fees. Please stop. I am asking for all opra requests filed since 1-1-19. Are you claiming that 2194 opra requests were made or that the responses equal that many documents? I am merely seeking the requests, not the responses.
This far, your municipality is terrible at transparency.
Yours sincerely,
Patrick Duff
I will be out of the office until Thursday, April 7. Please reach out to
Kay Crawford at [email address], or call 856-845-1300, if you
need immediate assistance

In response to your reply, please be advised that our original response
responded to your request as written. Your request was for “All opra
requests filed from 1-1-19 through today.” As we advised you in our April
4, 2022 original response, a preliminary search of our available records
identified approximately 2,194 individual records responsive to your
request. This includes requests only, not the responses or responsive
records.
If you accept the estimated special service charge, please forward a check
in the amount of $235.20 payable to the “City of Woodbury.” If you reject
the estimated charge and you wish to challenge the special service charge,
you have a right to challenge the decision.
If your request for access to a government record has been denied or
