This is intentional stonewalling, and no, I do not grant an extension of 31 days, I am seeking these within in the required period just as the other municipality did for the requester.

Mr. Duff,
Unfortunately, due to the size, volume, and the extraordinary amount of
time it will take to retrieve the archived information the City will need
additional time to fulfill your request. The City expects to have your
request fulfilled prior to the 31 business days, and will provide the
information to you as it becomes available, however the City will need to
redact certain information, examine each record, make a copy, and then
transfer the information to a CD. All of this takes time.
In addition to the above request for the extension of time, the City will
be assessing a special service charge for this request. Attached please
find the GRC’s 14-point analysis for a special service charge.
Pursuant to N.J.S.A. 47:1A-5.c., whenever the nature, format, manner of
collation, or volume of a government record embodied in the form of
printed matter to be inspected, examined, or copied pursuant to this
section is such that the record cannot be reproduced by ordinary document
copying equipment in ordinary business size or involves an extraordinary
expenditure of time and effort to accommodate the request, the public
agency may charge, in addition to the actual cost of duplicating the
record, a special service charge that shall be reasonable and shall be
based upon the actual direct cost of providing the copy or copies …”

The City has conducted a preliminary search of the records and has found
1,274 records. Each record must be printed in its entirety, as the
requests and responses are archived together. Each record must be
inspected and personal information must be redacted pursuant to N.J.S.A.
47:1A-1.1, and then each record will be copied to a CD. Each steps of the
process takes time and effort in order to accommodate the request. Some
records may be 200 pages and although you are only seeking the request
itself, the City will still need to print each record in its entirety as
this is the most cost effective way to fulfill your request. There is a
quicker way to achieve your request however, it will be more expensive,
costing a few thousand dollars.
It is estimated that this request will cost at a minimum $700.00. In order
for the City to move forward with your request, you are required to pay
25% of the estimated cost $175.00. If you would like to proceed please let
