The Township of Hanover is in receipt of your (insert date) OPRA
request for ….”all emergency calls to Shop Rite located at 178 East
Hanover Avenue from 2019 up to and including 2021.” Please be advised that
this request as written, is overly broad under OPRA because it does not
specify what type(s) of “emergency” calls are sought and
would require interpretation by the custodian, as there are over one
thousand three hundred police department calls made in that time period
for the designated location.
A valid OPRA request must “identify with….specificity or particularity
the government record sought.” MAG Entm’t LLC v. Div. of Alcoholic
Beverage Control, 375 N.J.
Super. 534, 546 (App. Div. 2005). However, in an effort to provide
assistance, the Township has provided a CAD report of all police calls
regarding the designated location and time period. If you wish to receive
more detailed information about any specific entry, please narrow your
request so that we may effectively search for and provide the
records you seek. Thank you.
