"weed", marijuana" and/or "cannabis" to/from Mayor Klein, Councilman
Vieira, Councilman Anthony, Councilman Fernandez, Councilman Meinhardt,
Town Manager Lewis, Deputy Manager Jones Jr., Town Attorney Kantor, Town
clerk Glenn Turtletaub and Town CFO Cucci. Please provide all requested
information in PDF format."

Please know that your request has been forwarded to departments which may
have responsive records, and any documents are being reviewed by staff and
Council for redactions.

The search resulted in 288 emails covering ten addresses, which must be
retrieved, reviewed, and redacted as appropriate. Due to the extent of
this request, and the quantity of other requests received including
several from you, and due to office staffing shortages, additional time
(expected to be until March 4) is needed.

 This comes in response to your January 31, 2022 OPRA request for:

Upon further inspection of responsive emails to this request, there are
over 340 megabytes of emails that need to be printed, reviewed for
redaction, reprinted and scanned (please see below).   Township Manager
Lewis produced 42,177 kilobytes of responsive emails, which amounted to
printing 605 pages.  CFO Ann Cucci produced 1,505 kilobytes of emails,
which amounted to printing 26 pages.  Due to the extraordinary extent of
time and effort for printing and redactions, including the cost of
printing at $.05 per page, a special service charge will need to be
assessed.  The exact cost is not known at this time, but we under-estimate
that 5,000 pages will be printed, at a cost of $250, plus an hourly rate
of $29 (the lowest level employee capable of fulfilling the request),
dedicated to printing, reviewing for redaction, reprinting and scanning. 
 Due to office staff shortages, and the amount of OPRA requests received
daily, we are able to commit one hour per day for this request, which we
estimate will take four more months to complete.  There are 21 working
days per month from March 2^nd through July 1^st, and if one hour each day
is dedicated to this OPRA response, we estimate the cost of a dedicated
professional to be $2,436 (21 days X 4 months X $29).   Many hours have
already been spent on aggregating and collecting the emails, unzipping the
files and downloading them into a readable file, and printing pages for
Township Manager Lewis and CFO Cucci, as mentioned above.  

If you would like us to proceed with this work, please bring a check for
$2,686 ($2,436 + $250) to the Clerk's Department, made payable to the
Township of Livingston.
