Response to this request is long overdue. By law, under all circumstances, Livingston Township should have responded by now (details). You can complain by requesting an internal review.

The Township of Livingston’s Municipal Clerk's Department has reopened to the public and will respond to your email as soon as possible. However, if submitting an OPRA request or inquiring about a previously submitted OPRA request, please realize that pursuant to P.L. 2020 Ch 10, OPRA deadlines are inapplicable during a State of Emergency and that record custodians ”must make a reasonable effort, as the circumstances permit to respond to a request for a government record within 7 business days or as soon as possible."

In response to your OPRA and common law right of access request for "all
emails over the last 2 years containing the words "weed", "marijuana" and
/or "cannabis" to/from Mayor Klein, Councilman Vieira, Councilman Anthony,
Councilman Fernandez, Councilman Meinhardt, Town Manager Lewis, Deputy
manager Jones Jr., Town Attorney kantor and Town CFO Cucci.  Please
provide all requested information in PDF format", please be advised that
the IT department received more than 3,500 emails from this query using
your parameters.  
For instance, the IT search for responsive emails for Ann Cucci, CFO, who
has only been employed by the Township of Livingston for 13 months, not
the full the 2-year period, resulted in 148 pages of documents, all of
which will need to be reviewed for redaction pursuant to N.J.S.A. 47:1A-1,
"a public agency has a responsibility and an obligation to safeguard from
public access a citizen's personal information with which it has been
entrusted when disclosure thereof would violate the citzen's reasonable
expectation of privacy."  
Due to the voluminous number and size of many of the responses, an
extraordinary extension of time and effort will be required.  If you could
please consider narrowing your request, the responsive emails could be
produced in a more timely manner.  Also, a special service charge 
pursuant to N.J.S.A. 47:1A-5.c, due to limitations of staff able to do
this task, and hours required, will also need to be assessed and provided
in advance for your prior approval.
