I am requesting all emails between elected officials (council and the mayor) as well as the communications director and the school district employees from 10/15/2021 and 12/15/2021. Please include all attachments and the scope includes all school district employees using their district email.

I am in receipt of your request for the following:

Currently, your request fails to identify with reasonable clarity the specific government records sought. As written the request for emails between elected officials (council and the mayor) as well as the communications director and the school district employees is unclear and overly-broad. At this time, we request clarification of your OPRA request.
Generally, requests for communications must identify senders and recipients of the messages, the subject matter, and must also include a time frame or dates from which the correspondences were sent. See Elcavage v. West Milford Twp. (Passaic), GRC Complaint No. 2009-07 (April 2010). At a minimum, a request must be specific enough that a custodian is not required to “exercise subjective judgment in determining which records must be produced.” Simmons v. Mercado, 247 N.J. 24, 43 (2021). The Township is not a school district and, thus, does not know which people are employed by a particular school district (and which are not). Please respond in writing and identify the specific emails sought including sender, recipient and subject so that we may process your request. To that end, please identify the particular school district employees whose emails you seek (i.e., those which have been received by the Council, Mayor, or Communications director). You may also clarify your Request in a manner that you deem appropriate so long as it identifies with reasonable clarity the records sought. Failure to provide written clarification of your request will result in the closure of this OPRA request.

I will specify further to assist with this request as I am asking for all emails between the mayor, members of council, and the communications director using their official emails and emails from the school district ending in delranschools.org. Dear Jamey Eggers,
I am clarifying my request. I am seeking all emails both to and from delran township elected officials and the communications director and the delran school district. This is any email to and from an email address ending in delranschools.org. The time frame from my original request is valid. This request names specific people (council, mayor, comms director), a second party (delranschools.org), and a specific timeframe. This should be more than sufficient information to process this request.
